"Toki" refers to Toki Genji, the last surname of Mitsuhide, and "Heals down" means governing the world.
In other words, in this way of reading, "May has come when Toki (= Akechi) ruled the world."

In recent research, although there are some differences depending on the interpretation of "Time/Toki" and "Healing of Heaven", there are some differences.
